Introduction to ICT Acquisition Webinar


        On September 3, 2025, I attended the webinar titled “Introduction to ICT Acquisition: From RA 12009 to Sustainable Asset Management” facilitated by Engr. Medel E. Aligan, a GPPB-recognized trainer. The session focused on how the new Government Procurement Act (RA 12009) will affect ICT procurement in the Philippines and how agencies can adapt through sustainability and strategic asset management. For me, this was not only about policies but also about how technology and governance meet in real-world practice.


Learning Highlights

        The discussion began with the importance of procurement frameworks and how RA 12009 reshapes existing processes. It highlighted the shift from simply acquiring technology to ensuring that investments are aligned with long-term goals and organizational priorities.

        One of the most eye-opening topics was lifecycle costing. I realized that the real challenge is not just buying ICT assets but making sure they remain efficient, secure, and relevant over time. This made me see that technology management requires foresight and planning, not just technical knowledge.

        The speaker also emphasized the need for capacity building, since many procurement officers lack the technical background to fully assess ICT needs. This gap can affect decision-making, so training and collaboration between technical and administrative personnel are essential.


Reflections

        What struck me the most was how interconnected ICT acquisition is with sustainability. It made me think that technology choices go beyond cost—they also have environmental, organizational, and even social impacts. Even though I am still a student, I can already apply this mindset in group projects by considering the long-term effects of decisions rather than just the immediate outcome.

        I also realized that ICT procurement isn’t just for government agencies or big companies—it reflects a principle that anyone in IT should practice: balancing innovation with responsibility.


Feedback and Suggestions

        The webinar was well-structured and easy to follow. The concepts, though technical, were explained in a practical way that connected with real-life scenarios. I think future sessions would be even better if they included interactive case studies or walkthroughs of actual procurement processes, so participants could better visualize how theory translates into action.


Final Thoughts

        Overall, the webinar gave me a broader view of ICT acquisition as a discipline that merges technology, governance, and sustainability. It made me appreciate that ICT management is not only about technical solutions but also about strategic planning and responsible implementation. This learning will definitely help me in the future as I move closer to building a career in IT.
